Born on 6 May, 1945, in the village Klepochi, Nesvizh District, Minsk Region.
In 1967 graduated from the Obraztsov Railway Engineering Institute in Leningrad majoring in Railway Construction, Railways and Track Facilities. In 1981 graduated from the CPSU Central Committee’s Academy of Social Sciences.
From 1967 to 1968: Engineer, Lengiprotrans Design Institute.
From 1968 to 1969: Foreman, Sevzapdorstroy Group.
From 1969 to 1973: Department Director, Second Secretary, First Secretary, Gatchina Town Committee of the Komsomol.
From 1973 to 1978: Secretary, Second Secretary, First Secretary, Leningrad Region Committee of the Komsomol.
From 1978 to 1983: First Secretary, Kronstadt District Committee of the CPSU.
