In 1971, graduated from the Department of Economics of the Leningrad State University; in 1996, graduated from the University of Law (Marseilles); in 2001, graduated from the North-Western Civil Service Academy in charge of the President of the Russian Federation in the speciality of law. 1992 Ph. 1976-87 Teacher and researcher at the St. Petersburg University of Economics and Finance. 1987-91 Head of chair at the Turkmen National Economy Institute, chairman of the board of Nauka (joint-stock company). 1991-92 Head of the Science, Education, and Public Health Department of the Apparatus of the President of Turkmenistan. 1992-94 Prorector for economics and finance of the Turkmen State University, Director General of the Innovation Fund. 1994-95 Aix-en-Provence University (Marseilles, France): participation in a joint programme on development of business education and retraining for teaching under conditions of a market economy. 1996-98 Professor of the University of Economics and Finance, expert consultant with the Legislative Assembly, Chairman of the Board of Alternativa non-state pension fund and the Alliance Consulting company. 1998-2002 Deputy of the St. Petersburg Legislative Assembly of the second convocation, chairman of the Supervision Group and head of a deputies' faction. In 2003, appointed to the positions of deputy head of the St. Petersburg Administration's Chancery and representative of the Governor of St. Petersburg in the St. Petersburg Legislative Assembly.
