Born on 10 September, 1949, in the village Chuksha, Alzamay District, Irkutsk Region. In 1971 graduated from the Krupskaya State Institute of Culture in Leningrad majoring in Cultural Education and Propaganda. In 1996: graduated from the International Business Academy majoring in Civil Service and Municipalities. From 1971 to 1974: Director, Amateur Theater; Director, Entertainment Division, Metal Industry Palace of Culture. From 1974 to 1976: Director, Propaganda and Entertainment Division, Communication Industry Palace of Culture. From 1977 to 1987: Director, Entertainment Division, Deputy Director, Director, Aircraft Industry Palace of Culture. From 1987 to 1991: Director, Culture Division, Deputy Chair, Executive Committee, Moskovsky District Soviet of People’s Deputies. From 1991 to 1999: Deputy Head, Territorial Authority, Moskovsky Administrative District of St. Petersburg.
