Territorial Executive Authorities of St. Petersburg Territorial executive authority of St. Petersburg is an executive authority of St. Petersburg implementing official policies of St. Petersburg and exercising governmental control within a district of St. Petersburg delimitated by the Governor of St. Petersburg. Competence of territorial executive authorities of St. Petersburg is determined by the Government of St. Petersburg.
City Administrative Districts There are 18 Administrative Districts in St. Petersburg. These are Admiralteysky District, Vassileostrovsky District, Vyborgsky District, Kalininsky District, Kirovsky District, Kolpinsky District, Krasnogvardeysky District, Krasnoselsky District, Kronstadsky District, Kurortny District, Moskovsky District, Nevsky District, Pavlovsky & Pushkinsky District, Petrogradsky District, Petrodvortsoviy District, Primorsky District, Frunzensky District and Centralny District. Territorials Law of St. Petersburg of 23 June 1997 "On Territorial Structure of St. Petersburg" (Article 1) defines that a territorial unit of St. Petersburg can be represented by a town, a settlement, or a municipal district located on the territory of St. Petersburg. In accordance with Article 4 of the said Law, the territorial units of St. Petersburg are the following: а) towns of Zelenogorsk, Kolpino, Krasnoye Selo, Kronstadt, Lomonosov, Pavlovsk, Peterhoff, Pushkin, Sestroretsk. b) settlements Alexandrovskaya, Beloostrov, Komarovo, Levashovo, Lisiy Nos, Metallostroy, Molodyozhnoye, Pargolovo, Petro-Slavyanka, Pesochniy, Pontonniy, Repino, Sapyorniy, Serovo, Smolyachkovo, Solnechnoye, Strelna, Tyarlevo, Ust-Izhora, Ushkovo, Shushary; c) municipal districts Nos 1-42 and 44-82.
The municipal formations have their own budgets, objects to be administered, objects of the municipal property, and revenue sources of the local budgets. In accordance with the Law on Political Subdivision, 111 municipal formations were created, each one having the status of a political unit of St. Petersburg. 19 municipal administrative districts have their territorial executive bodies of the public authorities of St. Petersburg.
Attributes of local self-administration bodies The local self-administration bodies of St. Petersburg are characterized by the following attributes: а) availability of own territory of the municipal formation which does not coincide (with the exception of the towns of Kronstadt and Lomonosov) with the territory of the administrative districts; b) presence of the elected bodies in each of 111 municipal formations; c) availability of own budget and definition of its revenue sources that are allocated to the municipal formation for a long-term period; d) the right to initiate laws that the municipal formations can use independently, in accordance with the Charter of St. Petersburg.
