2. Legal status of Project:
According to the proposed legal scheme of the Project, a legal entity will be registered. Its founders will be investor/investors, acquiring full ownership for the investing subject (equipment, software, etc.). The terms are negotiable and will be defined as the development progresses.
Brief description.
The Project involves the construction of a multifunctional computer center, which consists of the several zones: virtual reality center, newest technologies center and digital communications center. All the showings in the multifunctional computer center will be grounded on true events and objects having a place in a history and/or existing today.
Major concept.
"Russian Museum virtual world" is a possibility of the Museum contents' integrated presentation where both items from the Museum collection and renovations of submissions about the lost things and forms can coexist in unified environment. The computer three-dimensional renovations, created with the virtual reality technologies and furnished with interactive patterns, are capable to help formation of much more integrated, visual and detailed representation of national art, to immerse museum objects in a historic and cultural context and to grant a capability of independent research. Publications of such models in Internet and/or in computers will give additional opportunity for a large group of people to considerably broaden their vision of the cultural and historical value of the Museum collection, as well as of the existing in Museum restoration projects. The possibility of computer spatial renovating of lost or not existing any more initial appearance of architectural monuments as well as historical events and works of art, is of a special interest. Virtual reality unique technologies will allow the spectator to submerge into the astonishing world of Russian art and to get acquainted with the history and culture of Russia as well as to inculcate new forms and ways of the national wealth promotion and to attract the attention of the socially active population (especially the youth).

4.Remoteness from the center of the city:
The Center of a virtual museum exposition (hereinafter — the Center) will be located in a three-storied building, being one of the corps de guards of the St. Michael's (Engineers') Castle architectural complex. St. Michael's Castle is one of the four palaces, combined into the State Russian Museum complex. Corps de Guards is situated in the historic and commercial centre of St.Petersburg, 5 minutes to walk from the City's central street — Nevsky prospect with a traffic of 50,000 automobiles per day. One of the major underground hubs is located in close proximity on Nevsky prospect with the daily passenger flow of 100,000.

Total amount of expenses needed for the Project's implementation is estimated at about USD 4.2 Million.

Net present value (NPV) amounts to approx. USD 1.805 Million (with discount rate of 15%);
Internal rate of return (IRR) – 23,4%;

Own funds – USD 300 000
Borrowed funds- USD 4 200 000
Additionally to equity investments of up to USD 7.5 Million it is also planned to have approx. USD 1.9 Million of foreign/Russian banks' commercial credits.
