This architect is the greatest representative of the ampir style.Since 1796 was the assistant of the architect V.F.Brenna, during 1802-03 studied in Italy. In 1804 was appointed to be the artist of the Glass and Porcelain Factories in Petersburg, since 1806 was the architect of "His Majesty's Study", since 1816 was one of the Chief Architects of the "Committee supervising the Building and Hydraulic Works". Was the honourable free member of the Academy of Arts (1822). Created the number of the monumental buildings and ensembles actively forming the appearance of the center of St.-Petersburg. All his buildings have the characteristic features of the late classicism in the city construction:the grand scope, the clarity, variety and organic solution of the composition.The  General Staff  arc planning with its central arch emphasized the triumphal character of the Palace Square. The Anichkov Palace and its adjoining territory re-planning organized one of the city districts anew. The Alexandrinsky Theatre with Ostrovsky Square, where the Theatre Street (since 1923 - Architect Rossi street) starts, combined the Theatre with the semi-circled Ministries buildings at Tchernyshevsky Square (Lomonosov Square today). The Mikhailovsky Palace (Russian Museum today) and adjoining square construction led to the reconstruction of the large district. The formation of the Senate Square (Decembrists Square today) was completed with the last great work of Rossi - Senate and Synod buildings construction. Rossi's constructions have the triumphal character and are very expressive, with rich compositions, the buildings harmonically combine the architectural forms with the allegoric sculpture.Rossi designed the picturesque park ensemble on Yelagin Island, designed the gallery of the War of 1812 in the Winter Palace (was reconstructed after the fire of 1837 by V.P.Stasov), constructed the Library in the Palace and Nikolayevsky cast iron Gate with the fence in Pavlovsk. Used to live on Italianskaya street. Buried in Necropolis of the 18 century.
